Excellent teachers and learning environment despite the lack of resources.

I would like to know why a teacher in your school can handle teaching kids with ADHD. She thinks this is not her problem. Tell me what expectations do your county require your teachers be able to do. To me she does not have the right frame of mind for this profession. This is not acceptable and you need better resources and better teachers. Education is a right to all kids everywhere. You profess to be a blue ribbon (I think not).
